Spain's deteriorating institutional quality

On 8 February 2024, the Rafael del Pino Foundation, the Colegio Libre de Eméritos and the Foro de la Sociedad Civil organised the dialogue "Spain and its deteriorating institutional quality", with the participation of Manuel Aragón, Jesús Banegas and José María Cubillo.

Manuel Aragón is Professor of Constitutional Law and Emeritus Magistrate of the Spanish Constitutional Court. He was director of the Centro de Estudios Constitucionales and member of the Consejo de Estado. He has been President of the Economic and Social Council of the Community of Madrid. Disciple of the former Vice-President of the Constitutional Court and former President of the Council of State, Francisco Rubio Llorente. He was Dean of the Faculty of Law at the Universidad Autónoma de Madrid. He was actively involved in the academic training of His Royal Highness the Prince of Asturias, for whom he was tutor when Don Felipe studied law at the Autonomous University. He is a member of the Royal Academy of Jurisprudence and Legislation. He is also a member of the Royal Academy of Sciences, Arts and Letters of Cordoba. Honorary doctorate from the Universidad Juárez Autónoma de Tabasco (Mexico). He has been ordinary lecturer in Comparative Constitutional Law at the University of Florence (Italy) and visiting lecturer at various European and American universities. He is an extraordinary professor at the Universidad Externado de Colombia and the Universidad Nacional Autónoma de México. In Spain, since 1979, he has been Professor of Constitutional Law at the universities of Zaragoza, Basque Country, Valladolid, Complutense de Madrid and Autónoma de Madrid. He retired as a professor from the Universidad Autónoma de Madrid, where he currently continues to carry out his university duties as an "emeritus" professor. He is the author of a dozen books and more than two hundred scientific articles on Constitutional Law. 

Jesus Banegas is President of the Civil Society Forum. PhD in Economics, engineer, PADE from IESE, businessman, writer and lecturer. Professionally linked at senior executive level with new technologies, innovation and international relations, for more than 20 years he has held the highest institutional responsibilities in the ICT sector, the CEOE and various European bodies.

José María Cubillo holds a PhD in Economics and Business Administration from the Universidad Autónoma de Madrid. He is currently Director General of Think Tank MESIAS - Inteligencia de Marca España, Director of the MESIAS Chair of Spanish Companies Abroad, Director of the MESIAS Observatory of Exporting SMEs, Professor at the CEU San Pablo University, Member of the Tourism Commission of the AECA and Member of the Editorial Board of several international academic journals. His research activity has focused on the areas of Strategic Brand Management, Business Internationalisation, and Territorial Brand Image (City Brand, Region Brand and Country Brand), having directed and participated in multiple research and consultancy projects. He is the author of numerous articles, both scientific and popular, in these areas, and has directed and supervised numerous doctoral theses. He is a regular contributor to media such as EL PAIS, LA RAZON, ABC, Cinco Días and Expansión, among others. He has taught at institutions such as the Universidad Carlos III de Madrid, the Universidad Politécnica de Madrid, and ESIC Business & Marketing School, where he has held, among others, the positions of Director of the Marketing Management Department, Director of the Master's Degree in Commercial Management at the URJC and Master in Marketing Management at ESIC, Director of International Marketing Programmes, Director of the Marketing Think Tank, Editor-in-Chief of Esic Market Economics and Business Journal and Member of the Academic Council. He has been Professor of Management Development at King's College Group International Studies, Member of the Council of Experts of Superbrands, Member of the Ethics Committee of the Grand Prize for Innovation and Member of the Scientific Council of the European Academy of Management and Business Economics. He has also been a visiting professor and lecturer at numerous international universities.
