On 17 March 2009, Professors Enrique Argullol and Andrés Betancor completed the research project "Improving regulation to make it less onerous", developed thanks to the Research Agreement signed at the time between the Rector of Pompeu Fabra University and the Director of the Rafael del Pino Foundation.

The result of this work has resulted in the publication of the book "Mejorar la regulación. A guide to reasons and means", signed by Professor Andrés Betancor and included in the Rafael del Pino Foundation's Economy and Business Collection. The book analyses regulation in order to improve it and reduce it to what is strictly necessary, in accordance with the principles of proportionality, subsidiarity and clarity.

The book sets out the main legal principles of rationalising regulation and does not exclude the possibility of public intervention in markets, but only exceptionally and in the interests of improving market efficiency.
