On 1 June 2009, the study entitled "The European School of Government for the training of public managers", developed by Antonio Núñez following the signing of a Research Agreement with the Director of the Rafael del Pino Foundation, was completed.

The research deals with the methodology, objectives and contents of the training of public managers in Spain and Europe and aims to respond to the training needs of the public sector so that it can contribute to the competitiveness of its environment. The research begins by defining the training profile of public managers and then analyses the characteristics of the European Business School: programme, organisation, faculty, student body, strengths, weaknesses, success factors, etc.

Professor Núñez's work offers a definition of a public manager based on formal characteristics and a set of functions. This definition establishes the set of requirements that must be fulfilled and allows him to be defined by the functions he fulfils, functions that place him within the family of managers and which, moreover, are not rigid over time, or which allow the definition to be left open to possible legislative variations in his functions.
