Graduate in Economic Theory from the Autonomous University of Madrid and
D. in Economics and Business Administration from the University of Alcalá. He is Professor of Economic Policy in the Department of Economics and Business Management at the University of Alcalá. He has also been Visiting Fulbright Schuman Scholarat Boston University, Distinguished professorat the VTT-Tekes research centre, Honorary scholar at the University of Birmingham and President of the European Association for Service Research..
He has worked at the World Bank in Washington DC as a Senior Private Sector Development Specialist for the Latin America and Caribbean region, within the Trade and Competitiveness Global Practice and in the European Commissionin Brussels as Policy officer in DG Enterprise and Industry (previously, analyst at Eurostat, Luxembourg, 1989-1990).
He has authored or co-authored more than 150 publications, mainly in international journals and publishing houses.
